Federal Grants and Programs 

California

Sacramento Metro Air District SECAT Program 

Funding: Currently Closed – Expected reopening Spring of 2026

The Sac Metro Air District has over $10 million in mobile source incentive funding for clean air quality projects in Sacramento County. Funding is available to replace existing heavy-duty vehicles with zero or near-zero-emission trucks and buses, replace older farm and industrial equipment with equipment certified to current emission standards or better, upgrade locomotives, install low-carbon infrastructure, and fund other eligible project categories. 

Clean Off-Road Equipment Voucher Incentive Project (CORE) 

Currently closed – expected reopening summer of 2026

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is a multi-million streamlined voucher incentive project helps offset the higher cost of zero-emission technology with a point-of-sale discount. There is no scrappage requirement, and additional funding is available for charging and fueling infrastructure, equipment deployed in disadvantaged communities, and small businesses. 

California Hybrid and Zero Emissions Truck Voucher Program (HVIP)

Standard HVIP is Currently closed- expected reopening spring/summer 2026

HVIP accelerates commercialization by providing point-of-sale vouchers to make advanced vehicles more affordable. The project is part of California Climate Investments. HVIP is the earliest model in the U.S. to demonstrate the function, flexibility, and effectiveness of first-come first-served incentives that reduce the incremental cost of commercial vehicles. 

California VW Mitigation Trust  

Funding: ongoing 

The California VW Mitigation Trust provides approximately $109 million for Combustion Freight and Marine and Zero Emission Class 8 Trucks.  

Funding: Open

Within the HVIP program is a reserve funding set-aside for drayage operators. In order to qualify for the Drayage incentive, purchasers must submit a copy of their permission to enter a port or railyard to hvip-processing@calstart.org and voucherprocessing@tetratech.com within 30 calendar days of their request for funding. Acceptable documentation includes Uniform Intermodal Interchange and Facilities Access Agreement UIIA Authorization, concession agreements, or other forms of drayage operations permissions.

Funding: Open

The goal of the Innovative Small E-Fleet (ISEF) set aside is to offer simple and low-cost solutions for deploying medium- and heavy-duty zero-emission vehicles to California companies with small fleets. ISEF helps small fleets access zero-emission trucks by offering funding for flexible leases, short-term rentals, vehicles-as-a-service, subscription services, or other mechanisms such as owner planning assistance.

Delaware

PA-DE Diesel Truck Replacement Program 

Funding: ongoing 

The PA-DE Diesel Truck Replacement Program is a grant funded program that will provide up to $30,000 down payment to qualified fleets that wish to upgrade their equipment and help improve air quality in the Philadelphia and Wilmington port areas.

Maryland

Medium-Duty and Heavy-Duty Zero-Emission Vehicle Grant Program

The Maryland Energy Administration (MEA) is offering grants to purchase qualifying zero-emission vehicles (ZEVs) and heavy equipment for commercial or industrial use. This program provides grants to Maryland fleet companies, organizations, and communities to help defray the costs of purchasing qualified, newly manufactured zero emission medium-duty or heavy-duty zero-emission fleet vehicles and qualified heavy equipment property.

Virginia

Currently closed – reopening TBA 2026

The Port of Virginia GO-Zero Program offers an incentive of up to $200,000 for each ZEV truck purchased and up to $100,000 for each NZEV truck purchased. There is no scrappage requirement under the GO-Zero Program however, an additional incentive of $25,000 will be available for participants who agree to scrap an older diesel-powered drayage truck. 

Port of Virginia Green Operator Program

The Green Operator program is for the trucks that provide drayage service to the Port of Virginia facilities. Scrappage of an older diesel-powered truck is a requirement. Downpayment assistance is provided for vehicles that qualify.
