Federal Grants and Programs 

Inflation Reduction Act’s Commercial Clean Vehicle Credit 

Funding: ongoing 

Businesses and tax-exempt organizations that buy a qualified commercial clean vehicle may qualify for a clean vehicle tax credit of up to $40,000 under Internal Revenue Code (IRC) 45W. 

California

Sacramento Air Quality Management District (AQMD) Community Air Quality Grant 

Funding: ongoing 

The Sacramento Metropolitan AQMD has over $10 million in funding for clean air quality projects in Sacramento County. Priority will be given to zero emission projects. The District will give additional priority to on-road applicants who operate 10 or fewer vehicles. 

Sacramento Metro Air District SECAT Program 

Deadline for priority funding: November 9th, 2024 

The Sac Metro Air District has over $10 million in mobile source incentive funding for clean air quality projects in Sacramento County. Funding is available to replace existing heavy-duty vehicles with zero or near-zero-emission trucks and buses, replace older farm and industrial equipment with equipment certified to current emission standards or better, upgrade locomotives, install low-carbon infrastructure, and fund other eligible project categories. 

Clean Off-Road Equipment Voucher Incentive Project (CORE) 

Funding: ongoing 

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is a multi-million streamlined voucher incentive project helps offset the higher cost of zero-emission technology with a point-of-sale discount. There is no scrappage requirement, and additional funding is available for charging and fueling infrastructure, equipment deployed in disadvantaged communities, and small businesses. 

California Hybrid and Zero Emissions Truck Voucher Program (HVIP)

Funding: ongoing 

HVIP accelerates commercialization by providing point-of-sale vouchers to make advanced vehicles more affordable. The project is part of California Climate Investments. HVIP is the earliest model in the U.S. to demonstrate the function, flexibility, and effectiveness of first-come first-served incentives that reduce the incremental cost of commercial vehicles. 

California VW Mitigation Trust  

Funding: ongoing 

The California VW Mitigation Trust provides approximately $109 million for Combustion Freight and Marine and Zero Emission Class 8 Trucks.  

Delaware

PA-DE Diesel Truck Replacement Program 

Funding: ongoing 

The PA-DE Diesel Truck Replacement Program is a grant funded program that will provide up to $30,000 down payment to qualified fleets that wish to upgrade their equipment and help improve air quality in the Philadelphia and Wilmington port areas. 

Ports of Wilmington and Philadelphia Dray Truck Replacement Program 

Funding: ongoing 

The Ports of Wilmington and Philadelphia Dray Truck Replacement Program provides up to $35,000 towards the purchase of a newer, cleaner Class 8 drayage truck. This voluntary program allows owner-operators and fleet owners to purchase a more emission-efficient vehicle with a   2015 or newer engine.

Maryland

Medium-Duty and Heavy-Duty Zero-Emission Vehicle Grant Program

The Maryland Energy Administration (MEA) is offering grants to purchase qualifying zero-emission vehicles (ZEVs) and heavy equipment for commercial or industrial use. This program provides grants to Maryland fleet companies, organizations, and communities to help defray the costs of purchasing qualified, newly manufactured zero emission medium-duty or heavy-duty zero-emission fleet vehicles and qualified heavy equipment property.

Virginia

Deadline: September 10th, 2024 

The Port of Virginia GO-Zero Program offers an incentive of up to $200,000 for each ZEV truck purchased and up to $100,000 for each NZEV truck purchased. There is no scrappage requirement under the GO-Zero Program however, an additional incentive of $25,000 will be available for participants who agree to scrap an older diesel-powered drayage truck.
